In 1999, Phelim joined the Construction Industry Federation, where he was general manager of the €400m Construction Federation Executive Pension Scheme (CFEPS) for 11 years. Phelim was involved in the operation of both defined benefit and defined contribution schemes and has a deep understanding of the requirements of trustees. Prior to working with the CIF, Phelim, was a consultant at Mercer and was responsible for the provision of pension consultancy service to a portfolio of some of their largest clients.

Phelim was appointed a member of The Pensions Board by the Minister of Social Protection in December 2010.

Phelim, who is a member of the IAPF DC Sub-committee and is a law graduate from UCD, is Attain’s expert on Family Law aspects of pensions. 

Phelim is also a Fellow of the Society of Actuaries in Ireland and a former Council Member of the IAPF.
